Since the reform and opening-up, China’s rapid economy growth is shocking the whole world. However, economy developments always go with energy consumption. As the fundamental base for human lives and development, energy has become the focus of international politics, economics, military, and diplomacy. Environmental problems caused by fossil energy consumption have also become a global concerned hot point and difficult point. Since coal plays a very important role in China’s energy structure, coal consumption is continuously increasing in recent years. Coal-fired power plants, with their features of high consumption and heavy pollution, have become the main problem for national pollution control and treatment. Utilizing integrated gasification combined cycle process technology to upgrade existing thermal power plants, enhancing the efficiency and reducing pollutant emission, is an important approach for energy-saving and emission control. Shandong is a major province of economy in China. When working hard on economy, works on energy-saving and emission control are also needed. In the whole province, more than 100 thermal power plants are waiting for upgrading. Since its foundation in 2006, Shandong Union Energy Technology Co., Ltd takes energy saving and environment protection as its own responsibilities, taking its advantages on administration, resources, and technology to develop Shandong thermal power plant upgrading projects. With the close cooperation with all the walks of life and innovative integration, Shandong Union Energy Technology Co., Ltd. has formed world advanced “High-efficiency Clean Regional Integrated Gasification Combined Cycle Cogeneration Process System” , which is economic and reliable with its Chinese characteristics. This process system has been greatly supported and affirmed by levels of governments of Shandong. Three of the developed projects have received governmental approval and are now under preparation.
